II.Officer Reports

a. President – Brad Pritchett

i. Race for Harris County Democratic Party Chair
- HSYD endorsed Lane Lewis after Lane’s opponent did not return attempts to contact her about filling out a questionnaire for endorsement screenings.  Latest events in that race have led HSYD to reaffirm our steadfast support of the Lewis Campaign as well as condemn the opposing Douglas Campaign for blatant bigotry and hate-mongering.
- Keryl Douglas campaign has used a shell group called “Ministers for Keryl Douglas” to send out an email attacking Lane Lewis (and Mayor Parker for that matter) for being gay.  The letter claims homosexuals are taking over and potentially destroying the Democratic Party!
- GLBT Political Caucus has called Douglas out on sending the bigoted email after seeing evidence her campaign was responsible based on the message metadata and a campaign link at the end of the email.  Douglas continues to deny she or her campaign are responsible.

ii. Brad works for HCDP, so cannot endorse candidates or run the candidate endorsement process this evening.  A.J. has stepped up to fill in the gap.

iii. HSYD has more than doubled the number of sustaining members since last meeting! (now 5 total)

iv. Mary Gonzales, candidate for TX House of Representatives, District 75 (El Paso)
- Mary is an openly gay candidate for state office. This is particularly significant because – according to the Victory Fund – TX is one of just 18 states that lack an openly gay legislator.
- Gonzales has been endorsed by Equality TX, Victory Fund, and El Paso Stonewall Democrats among others.
- EQTX has asked HSYD to help her fundraise (e.g. through a hosted event).
- no action on this yet, but making membership aware. Note: HSYD can’t put PAC money into it, but free volunteering is ok.

b. Vice-President of Political Affairs –  [position currently vacant]

i. HSYD will revisit races after the Primary
- Question recently raised about opening up screening for candidates who did not meet deadlines for completing the questionnaire or scheduling a screening appointment with HSYD. Board has been asked to give special consideration in spite of the inconvenience this may cause the organization or all-volunteer Screening Committee.  We’re still in the consideration phase…

c. Vice-President of Community Affairs – Paul Gonzales

d. Treasurer – Andrea Ward

i. The long-dormant HSYD Newsletter will soon be gracing inboxes of members signed up to the mailing list.  If you’re interested in adding your name to the list, go to our website (www.houstonstonewallyd.org) or email A..J. (communications@houstonstonewallyd.org) directly.

ii. HSYD will continue to rely heavily on Facebook to communicate important updates, events, or news related to the PAC or the Democratic Party in general. Be sure to “Like” HSYD (www.facebook.com/HoustonStonewallYDs) to stay in the know!

f. Director of Membership – Hans Wong

i. The Raw Numbers: 43 current members, 104 expired, 18 new/renewed in Q1 2012 + 2 already for month of April!

ii. Hans has sent out a round of reminder emails to those who need to renew.  Do it today!

iii. Sustaining Memberships:  3 new sustaining members since last GM Meeting.  Please consider becoming a sustaining member for as little as $5 a month!

III. New Business

a. VP of Political Affairs still open position – one of the most important jobs for the Board.

i. Call for nominations: Jason Hogan nominated by Paul Gonzales.  No other nominations put forward. Jason accepted the nomination.

ii. Results of membership vote: unanimous approval.  Congratulations, Jason!   HSYD now has a complete Executive Board for the 2012-2013 year!

b. Candidate Endorsements

i. Screening committee: Chad Holmes, Hans Wong, A.J. Mistretta, and Daniel Williams.

i. Recommendations:  Uncontested Races
- The Screening Committee reviewed all questionnaires received from candidates in primary races where no opponent has filed.  These candidates were not interviewed in person due to the uncontested nature of their races. Based on the answers received, the Screening Committee recommends endorsing the full slate of individuals listed below:

State Representative District 134: Ann Johnson
State Representative District 127: Cody Pogue
State Representative District 145: Representative Carol Alvarado
State Representative District 148: Representative Jessica Farrar
Harris County Tax Assessor Collector/Voter Registrar: Ann Harris Bennett

ii. Recommendations: Contested Races with Single Candidate Screening
- Although multiple candidates filed, only one returned a questionnaire to HSYD.  No in-person interview was conducted.  Based on the answers received, the Screening Committee recommends endorsing the candidate listed below:

State Representative District 131: Representative Alma Allen

[Note to reiterate/clarify: Wanda Adams was contacted, but neither she nor her campaign responded to our invitation to fill out a questionnaire and be screened]

iii.  Recommendations: Contested Races with Multiple Candidates Screening
- Multiple candidates returned questionnaires and were screened in person by the HSYD Screening Committee before a recommendation was decided on.
- HSYD does not dual-endorse since it defeats the purpose of endorsements by creating additional confusion/uncertainty in the ballot box.
- Endorsements are specifically for the Primary election. If a Democratic candidates not endorsed by HSYD wins the Primary, we will of course throw our support to him/her for the General Election. (barring the unlikely scenario where a bigoted anti-LGBT candidate somehow makes it that far…)
- Based on their answers to the HSYD questionnaire and in-person interviews, the Screening Committee recommends endorsing the individuals listed below:

State Representative District 137
Screened: Jamaal Smith, Joseph Carlos Madden, Sarah Winkler, Gene Wu
Recommendation: Joseph Carlos Madden

State Representative District 147
Screened: Ray Hill and Representative Garnet Coleman
Recommendation: Representative Garnet Coleman

iv. Endorsement Vote

- Screening committee recommendations are treated as a resolution and go up for immediate vote.
- Motion made to follow the recommendation of the Screening Committee and endorse all the above candidates.  After some clarification on the Parliamentary Rules and how to address concerns about specific candidates, the motion was voted on and failed.
- Motion made to follow the endorsement recommendations of the Screening Committee in all contested races.  Result of endorsement vote: unanimous approval to endorse:
* Representative Alma Allan (SR Dist. 131)
* Joseph Carlos Madden (SR Dist. 137)
* Representative Garnet Coleman (S.R. Dist 147)

- Screening Committee recommendations for uncontested races were voted on individually.  Result of endorsement vote: unanimous approval to endorse:
* Ann Harris Bennett (HC Tax Assessor Collector/Voter Registrar)
* Ann Johnson (SR District 134)
* Representative Carol Alvarado (SR District 145)
* Representative Jessica Farrar (SR District 148)

- Concerns were raised about messaging and alignment with Party principles both in regards to the HSYD questionnaire responses and other Pogue campaign communications. The screening Committee’s recommendation for endorsement in the SR District 127 race was rejected. A new motion to not endorse in the race was put forward. Result was unanimous approval for:
* no endorsement (SR District 127)

v. HSYD is officially done with endorsements until the Democratic Primary!

IV.   Announcements

a. Sarah Melecki – Quick/Easy Volunteer Opportunity:

i. Sarah is working on finding housing for young Democrats attending the State Democratic Convention June 7-9 in Houston. She has currently put together a list of ~85 Young Democrat groups from across the state. ROAD Women and the Fort Bend Silver Democrats have already pledged to help house people for the Convention, but more commitments are needed.

ii. Interested volunteers with some extra time, an internet connection, and mad Google skills can make the task of nailing down missing contact info for the 85 groups much easier.  Please email Sarah (sarahmelecki@gmail.com) if you can help out.

b. Brad Pritchett – Convention Craziness

i. Redistricting issue has been “so janky” this year that the Primary election has been delayed to May 29th. This throws the whole Party calendar out of whack.

ii. TX Democratic Party will hold County and Senate District conventions on April 21st, a month before the Primary!  This is backwards from normal, where the Primary precedes these conventions…

iii. Resolutions are introduced at these conventions and, if approved, can ultimately affect the Democratic Party Platform. In order to make sure resolutions make it to the State Convention, however, resolutions need to be submitted at every level of the process.

iv. Adding a plank for marriage equality to the TX Democratic Party Platform has become a heated discussion and was recently shot down by the Senate District Chairs (including LGBTQA ones) for fear that putting it on the ballot could damage the Democrats if the ballot measure failed – e.g. opposition could spin it as division within the Party.

v. Texas Stonewall Democratic Caucus and Equality Texas have a number of resolutions to introduce at the Senate District conventions, including on marriage equality.  This is the alternate route to adding it to the Platform, but it will require as many delegates as possible who are LGBT or LGBT-friendly.

vii. Working together with other organizations to push mutually beneficial resolutions at the different SD Conventions will be the key to success. More information on the TSDC, EQTX, and other pro-LGBT resolutions will be forthcoming.

viii.  Quick aside from James Cargas:
- The resolution process is there to be used, and it’s good to understand it as well as take full advantage of it when possible.
- e.g. Oil Patch Democrats increased the Energy language in the Party Platform from 2 sentences to ¾ of a page by using this process.
- Having a friend on the Platform Committee helps. The Platform Committee is highly competitive though, so those who are interested in being on it have to campaign pretty hard for themselves at the Convention.

i. Screening Committee and Questionnaires
- Members interested in participating can still join the screening process.  Contact Brad to be added to the Screening Committee list and get Google Docs access to candidate questionnaires.
- Non-screening members can also request access to candidate questionnaires.  They cannot be posted publicly on our website, but all members have a right to view them and Brad provides access by request.

ii. Federal Races
- HSYD is a state PAC and cannot endorse in federal races.  Regardless, candidates for federal races have contacted HSYD for an endorsement, but it’s just not a possibility.  As a compromise, Brad has offered those campaigning for federal races the opportunity to fill out our questionnaire, which will then be made available to HSYD members to peruse.
- Questionnaires have gone out for State Representative races, and endorsements will be voted on during the April General Membership meeting.  Screenings will take place in the interim, schedule TBA.

c. Vice-President of Community Affairs – A.J. Mistretta

i. March Social Event announced: Beginner’s Yoga at  Joy Yoga on 3/31 @ 10am

- Board has already budgeted funds for Primary and Election mail pieces.  Estimated cost of postage and printing has been earmarked.

ii. Contested Races with Single Candidate Screening

- Two races have multiple filed candidates where only one returned a questionnaire to HSYD.
- The Screening Committee reviewed the candidate questionnaires.  These candidates were not interviewed in person since only one candidate per race met the endorsement eligibility requirement of completing the HSYD questionnaire.  Based on the answers received, the Screening Committee recommends endorsing the two individuals listed below:

* 215th Civil District Court – Judge Steven Kirkland
* Harris County Commissioner, Pct 4  - Sean Hammerle

- Motion to follow the recommendation of the Screening Committee and endorse all the above candidates put forward by Chad, seconded by A.J., approved by unanimous vote.

iii. Contested Races with Multiple Candidates Screening

- Endorsement recommendations for the Constable, Precincts 1 & 2 and the State Board of Education, District 6 races proved to be very difficult for the Screening Committee to make.  The candidates were all good on our issues and under different circumstances (i.e. everyone in uncontested races), all would likely have received an endorsement.
- HSYD does not dual endorse since it defeats the purpose of endorsements by creating additional confusion/uncertainty in the ballot box.
- Endorsements are specifically for the Primary election, and should one of the candidates who was not endorsed by HSYD come away as the chosen Democratic candidate, we will throw our support to him/her for the General Election.
- Based on the answers to the HSYD questionnaire and the candidate interviews, the Screening Committee recommends endorsing the individuals listed below:

* Constable, Precinct 1 – Alan Rosen
* Constable, Precinct 2 – Zerick Guinn
* State Board of Education, District 6 – Traci Jensen

- Screening committee recommendations are treated as a resolution and go up for immediate vote.
- After lengthy discussions about the candidates in each of the races, endorsement of Alan Rosen passed by majority vote, endorsement of Zerick Guinn passed by unanimous vote, motion to endorse Traci Jensen passed by unanimous vote.

b. Jeffry Faircloth heading to YDA Faith and Values Leadership Summit
i. Congratulations to HSYD member Jeffry Faircloth for being accepted to attend the Young Democrats of America (YDA) Faith and Values Leadership Summit taking place in Washington D.C. on March 23-25th!  Jeffry was one out of only 100 selected from across the country to participate. As a person of faith and member of the LGBT community, Jeffry will provide an important perspective at the summit. Watch the HSYD website for Jeffry’s blog on his experience.

- Process breakdown:
- HSYD will split up races to make it easier on us. @ March meeting, GM will vote on all remaining races except State Representative.
- Anyone running unopposed will only sit down with the screening committee if there are questions/concerns stemming from the candidate’s answers to HSYD questionnaire.
- Questionnaires will be sent out by Friday Feb 17, must be returned by March 2 to be considered.  There will be 3 weekends devoted to screenings in March.
- March GM meeting will be postponed by 1 week, making it the 3rd Monday in March – due to coincidence of Spring Break.

III. Old Business

a. Youth of the Union Conference Wrap-Up
- Successful conference.  It was a productive day, and although the rain might have scared off some attendees, there was a good turn-out nonetheless.
- YotU was born out of a desire to reach out to universities and Democratic youth who have an interest in plugging into politics. Brad P. was the driving force behind this – put it together from ground-up with help from others (A.J. most notably).  Brad says spark of idea was originally from Brittani Williams, so shout-out to Brittani!

i. County School Board Trustee, Position 6, Precinct 1 – candidates: Erica S. Lee, Jarvis Johnson, Reagan Flowers
- Erica S. Lee and Reagan Flowers screened with HSYD.  Jarvis Johnson would not respond to contact attempts.  Screening committee: Brad P., A.J., Paul Gonzales., Dan Cato

ii. County School Board Trustee, Position 3, At Large – candidates: David Rosen, Diane Trautman
- David Rosen and Diane Trautman both screened with HSYD.  Screening committee: Brad P., A.J., Paul Gonzales., Dan Cato

iii. Harris County Democratic Party Chair – candidates: Lane Lewis, Keryl Burgess Douglas
- Lane Lewis interviewed.  Keryl did not respond to questionnaire, so ineligible for endorsement.  Screening committee: Brad P., A.J., Paul Gonzales., Dan Cato

b. Committees/Hosted Events:

i. Texas Democratic Party Convention, June 7-9 in Houston!
- HSYD looking into hosting a young Democrats mixer jointly with HCYD.
- Sarah M. starting the leg-work to reach out to college/high school Democratic groups.
- Two possible locations for housing attendees: HI Youth Hostel http://hiusa.org/houston OR volunteers offering a sofa/extra bed/etc. in their homes.

ii. TSDC Reception/Young Democrats Event
- Operating with a decent budget, so can afford a decent location: probably at The Grove (near Discovery Green and Hilton of the Americas).
- Sarah M. starting the leg-work – need to research cities, find Democratic groups to invite.
- Shaun Nelson has the purse-strings on this event as Treasurer of TSDC.

iii.  Interested in helping with either of these opportunities?  Contact Sarah M. or any other HSYD Board member to get in on the fun.

V. Announcements

a. Noel Freeman, President of GLBT Political Caucus:
- The Caucus is jointly pursuing a November ballot referendum for the protection of Federal Suspect Classes against discrimination in employment, housing, etc.  Addresses discrimination of race, gender, ethnicity, disability, sexual orientation or expression (not just LGBT-focused).
- Facebook Group created in support of this effort.  Search for Fairness Works Houston.  Initial organizing meeting will be held at the Montrose Counseling Center on Feb 25.  See Facebook for more details.
- Inaccurate/misleading press coverage appeared in the Houston Chronicle: http://www.chron.com/news/houston-texas/article/Activists-to-petition-for-non-discrimination-law-3307896.php
- Noel’s response to this on Facebook:

I want to point out several points of error in the recent Houston Chronicle article. First, this effort is not about same-sex partner benefits for City employees – it is about non-discrimination. In taking on discrimination, we plan to repeal discriminatory language in the City Charter, but we are not asking the City to extend benefits to same-sex partners of city employees, and the proposed amendment will not force the city to provide them.

Secondly, the online version of the article differs slightly from what went to print. In the online version, Chris Moran wrote that I stated gays and lesbians can pursue claims of discrimination in state and federal courts. Aside from me never saying that, the reality is that gays and lesbians (and bisexual and transgender people) have no local, state or federal protections from discrimination on the basis of sexual orientation, gender identity, or gender expression. They can be fired, evicted, or kicked out of a business just because of who they are, and there is no legal recourse.

Finally, the article stated this initiative was the effort of just the Houston GLBT Political Caucus. This initiative is the effort of a group of local organizations and individuals from all walks of life who believe in giving all Houstonians a fair chance to earn a living, have a roof over their head, and build Houston’s economy through strong businesses.

i. Annual HSYD Board elections will be held at the March General Membership meeting.  Fresh blood is always good for the organization, so feel free to speak with current Board members if you’re interested in that level of commitment to HSYD.

ii. Grace Place has approached HSYD with proposal for volunteering to provide a meal to homeless youth once a month or every other month.  HSYD would need 5-6 people each time.  Interaction with the kids will be minimal – HSYD volunteers would be there to prepare the food only.  Training is required for more interaction.
- Average attendance ~30 youth who have the appetites of ~40 people.
- Cost estimated at $100-$200 per meal.
- HSYD has received pledges from outside connections for sponsoring food/supplies.
- Available slot: 1st Thursday of each month.  Consensus is to start in March (actually, March 1st).  One suggestion was to try it out once and decide afterward if HSYD should commit on a regular basis.

i. Screening for Primary
- Screening will be a tiered process, with first round focused on positions that are unaffected by redistricting (e.g. county administrative positions, Harris County Board of Education, judicial)
- Second round will depend on resolution of redistricting.

- must commit 15+ hours a week for a part-time fellowship or 40+ hours a week for a full-time fellowship.

4. Harris County Sheriff’s Office Citizen’s Police Academy
- once-a-week, 13-week program meant to educate participants on the Harris County Sheriff’s Office, including police procedures and protocol.
- courses cover topics like the Texas Penal Code, Patrol Procedures, Gang Awareness, Terrorism.
- opportunity to understand policing, how and why deputies make the decisions they make.

5. TDP’s Promesa Project
- engaging young Latino voters and communicating Democratic Party principles,  especially why Democrats better represent them and their interests than Republicans.

i. back story: TX Legislature approved redistricting maps but Democrats believed they underrepresented minorities and therefore filed lawsuits. The state races will have to wait until after the maps are agreed on. A Feb 6th compromise required on the maps if June 6th primary is to move forward.  Otherwise, primary will likely be pushed to the end of June.

b. Youth of the Union Conference

What: One day conference targeted toward young voters – meant to rekindle the excitement of the 2008 election now that 2012 is upon us.  Point is to identify young Democrats, build membership in Democratic organizations like HSYD, and plant the seeds of a lifelong commitment to liberal activism and Democratic/Progressive voting behavior.
ii. When/Where: Feb 4, 2012 (Saturday) 10am – 5pm at University of Houston University Center.  Brad P. has checked and event space is available.
iii. Note: this is not an LGBT event.   It is a Democratic Party event.  Current sponsors include National Stonewall Democrats, Harris County Democratic Party, The Rice Democrats, Texas Freedom Network, UH Chapter, and of course HSYD.
iv. Volunteer opportunities will be available.  Trying to fundraise so HSYD will not have to front money.  Would like the event to be free to all attendees, including lunch for those who registered online.

* Workshop on ‘Being a Leader in Houston’ led by A.J. Mistretta.
* Workshop on ‘Influencing the Party Platform’ that discusses the 2-step Primary/Caucus process in TX and how it can be used to influence the state’s Dem party platform, e.g. to be more inclusive of LGBT issues.
* Workshop on the voter ID bills that have passed through the U.S. since 2008 including the TX law that goes into effect for 2012 elections.  Hopefully a member of the transgender community will be available to discuss the implications of gender markers on IDs.
* Workshop on getting a job or internship in politics, with leads on potential internship opportunities available to the attendees.
* Workshop on ‘An Inside Look at Campaigns’ that gives attendees information on how campaigns are run (and won), led by a political consultant if possible.

* Majority of endorsed candidates won!
* Bryan Smart didn’t respond to outreach, and didn’t win.
* Mayor Parker – won 50.8% of vote, so no runoff.
* Ronald Green – 100% of vote (surprise!)
* Mike Laster – won 67% of vote.
* Jenifer Pool lost, but Kristi is a good candidate for our issues.  Results were there for Jenifer in terms of turning out our people to the polls.  She just didn’t break through everywhere.  And there were 10 people in that race.  Probably divided the vote with David Robinson and Bolivar Fraga.
* Ellen Cohen won 4:1 in Robert’s Montrose precinct.

ii. Runoff Plan
* Likely ~20 early voting locations, should be manageable for us.

* Grace Place wants to establish family feel – provide grown-up role models who care for the kids’ well-being.  Show them they have a future and potential for a different life than they are aware of now.
* Family style meal.  HSYD will likely cook for them.  Want to model good eating habits – vegetable always available even if not always eaten by kids.  High calorie comfort foods like mac&cheese, spaghetti, meatloaf, etc. preferred (and needed) by them.
* Need to plan menu, list supply items, and look for member support in item purchases in addition to in-person volunteering.
* Will need minimum: 4-5 ppl, maximum: 6-8 ppl commitment  to confirm.  However, will have to do a criminal background check.  Will have only limited contact with the kids, really just there to prepare and serve the food.  Providing the food and cleaning up as well.

* Note: Stardig has a gay brother and is sensitive to our issues; voted in favor of funding Marjo House, which was a difficult vote, but the right vote.
* She’s not eligible for our endorsement because she’s a Republican, but vote for her.

d. District B: Jerry Davis did not screen with and was not endorsed by HSYD, but GLBT Political Caucus endorsed him.  Suggestion: go with Caucus endorsement.
* Robert comments: such a small amount of time and low number of volunteer hours left before run-off, so it’s good to join efforts with GLBT Political Caucus.
e. HISD Trustee District III
* won by a homophobic candidate, Manuel Rodriguez, Jr., by just 24 votes. He now has 4 years to not be an advocate for GLBT kids.
* November HISD Board Meeting:  a good 100 people stuck around through the 3-hour meeting agenda to listen to 18 people speak about Rodriguez’s homophobia.
* Next HISD Board Meeting: Dec 8.  Deadline to be added to agenda, 4:30 pm the day before.
* Rodriguez isn’t eligible for recall, and it’s unlikely there will be a recount due to cost.  He won’t step down of his own volition. The HISD board has no road-map for censure or action plan against a trustee.  Strange, but true.
* Note: he is more than just a trustee: HISD representative to the board of directors of the Texas Association of School Boards, also holds the position of president of the Mexican American School Board Association.  These are positions that could (should) be reconsidered in light of his bigoted mail piece.
*HSYD has unique position: no endorsement in HISD races, so our outrage doesn’t come across as sour grapes.  Gives us a solid footing to express our grievances.
* The Houston Chronicle’s retraction of their endorsement is strong statement, unheard of action on their part.
* Write a letter to HISD!!  Copy the Chronicle endorsement retraction.  Straight allies are equally upset about this issue.

They’re having their fall fundraising event titled “Wicked Haute” and arranged by Tye Blue (mixture of performance, drag, and fashion).

○     Brad and Robert received box of 1000 condoms from Planned Parenthood to donate. Those who will distribute them need to be trained by Planned Parenthood first.

○     HSYD to provide a meal, but there is a waiting list and a reservation will have to be made many months in advance.
